The effect of social security programs on the economic activities of the mentally disabled : Focusing on public assistance and social welfare services

The purpose of this study is to analyze the impact of social security programs related to the mentally disabled on economic activities. The research method analyzed the survey data on 1,000 people with mental disorders collected from the 2017 Ministry of Health and Welfare's Survey on Mental Illness. As a result of analysis, among social security programs, basic living security(¥â=.757, p<.001, OR=2.131), disability registration (¥â=.385, p<.05, OR=1.470), and mental rehabilitation facilities use(¥â=1.228, p<.001, OR=3.415) were found to have a statistically significant effect on the economic activities of the mentally disabled. In this study, it was different from previous studies that the supply and demand of basic living security had a positive effect on the economic activities of the mentally disabled. The policy implications of the study are: First, this study provides an empirical basis for expanding mental rehabilitation facilities. Second, it is necessary to expand programs that directly employ mentally disabled people in social security programs. It is necessary to review the abolition of Article 15 of the Welfare Act for the Disabled in order to be able to actively use the Disabled program. Fourth, the existing view that the Basic Livelihood Security System induces people with mental disabilities to give up employment should be reviewed.
